Subaru offers a tip when dealing with vehicles where it's difficult to fill the fuel tank. Be aware that the problem may be the filler neck hose. 

Subaru notes that they have seen fuel tanks replaced for this concern because the hose was not removed and inspected for obstructions. 

The hose needs to be removed and inspected with a light. Always inspect the hose prior to removing the fuel tank.
